The South LA schools sit on older, heavily established blocks full of 1950s slabs that are now cracking and settling. The harbor schools at San Pedro and Wilmington stand on low, near-shore ground with its own subsidence and liquefaction history. Replacing an existing patio is closer to a wash; pouring new slab over what used to be lawn is adding impervious area, and that is the version the rules reach. Under California law, the upkeep of the sidewalk strip in front of your lot sits with you as the fronting owner, and a raised or split panel is a trip hazard that exposes you to liability. In Los Angeles there is an important wrinkle: where a City street tree's roots did the lifting, the City's sidewalk repair program offers a repair and rebate track that can help or cover the work, and the current terms live with the Bureau of Engineering.
