Most homeowners here start the conversation about a driveway or a patio talking about finish and color, and end it talking about drainage. That is not us steering the job. Santa Monica is a small coastal city that discharges to the bay, and the way it regulates hard surfaces reflects that: every square foot of new concrete you add is a square foot that no longer absorbs rain, and the city cares where that water ends up. Runoff from the whole watershed is a permitted, regulated discharge overseen by the Los Angeles Regional Water Quality Control Board, and that flows downhill into what a residential project is allowed to do with its own paving.
The practical effect is that a Santa Monica slab is designed backwards from its drainage. We work out where the water leaves before we work out where the forms go. On a re-pour that keeps the same footprint, that is usually a matter of fall and a discharge point that does not aim at your neighbor's side yard or your own foundation. A meaningful share of this city sits inside California's designated coastal zone, where a second layer of land-use review can apply on top of the city's own building department. For most ordinary at-grade residential flatwork it never comes up. For work that changes drainage patterns, adds structure, or sits on a property close to the beach, it can - and the difference between finding that out during design and finding it out after demolition is weeks. We check the parcel before quoting rather than assuming, and the framework itself is public at the California Coastal Commission. The parkway and the street trees. The strip between the sidewalk and the curb is public, and in Santa Monica's older residential blocks it is full of mature street trees whose roots run straight under the walkway and the driveway approach. Two things follow. First, a lifted or cracked sidewalk panel in front of your house is frequently a tree-root problem, not a concrete-quality problem, and re-pouring the panel without addressing the root simply buys you a few years before the same panel lifts again - so we look at the cause and say plainly whether a grind, a root-aware replacement with a deeper base and a root barrier, or leaving it alone is the honest answer. Second, anything in that public strip is city work with its own approvals, and cutting significant roots on a protected street tree is not a decision a concrete crew gets to make on the day. We separate the private work from the public-right-of-way work in the bid so you can see which is which.
Keep the new impervious area honest, put the fall on paper before the forms go in, and spend the money under the slab rather than on top of it.
